What’s Happening at Ashley Landing? Stormwater Work Underway as $345M West Ashley Redevelopment Moves Forward
One of West Ashley’s largest redevelopment projects is finally beginning to take shape, but much of the most important work currently happening at Ashley Landing cannot be seen from the road.
Crews are installing major underground stormwater infrastructure as part of the roughly 35-acre, $345 million redevelopment located between Sam Rittenberg Boulevard and Old Towne Road. The longtime shopping center is being transformed into a mixed-use destination featuring a new Publix, hundreds of homes, additional shops and restaurants, public green space and improved pedestrian connections.
What Is Happening at Ashley Landing Right Now?
Before most of the new buildings can rise, developers are addressing the site’s drainage and infrastructure.
EDENS, the company leading the commercial redevelopment, is installing significant underground stormwater storage designed to reduce the amount of water flowing from the property into surrounding West Ashley neighborhoods. That on-site work is expected to be completed by the end of 2026.
The developer is also taking on an additional off-site stormwater project previously identified by the City of Charleston. Residents could begin seeing noticeable drainage improvements by the end of 2026 and into early 2027, according to project representatives.
That means the activity residents currently see around Ashley Landing is not simply demolition or site clearing. Crews are rebuilding the infrastructure beneath the property before the larger retail, residential and community components open.
A New Publix Is Coming in the First Phase
The first major public-facing phase will include a new 50,000-square-foot Publix using the supermarket chain’s latest store design, along with approximately 12,000 square feet of neighboring shop space.
The new Publix is currently targeting a late-summer 2027 opening. The existing Ashley Landing Publix is expected to remain open until the replacement store is ready, reducing the likelihood of a long gap in grocery access for nearby residents.
Once the new location opens, later portions of the old shopping-center property can move into subsequent phases.
Westbourne Ashley Landing Will Add 285 Apartments
Woodfield Development has purchased a portion of the Ashley Landing property and is moving forward with Westbourne Ashley Landing, the residential component of the project.
The development will include:
- 285 apartments
- Approximately 40,000 square feet of ground-floor retail
- Access to the new community green and surrounding commercial district
- A workforce-housing component representing 10% of the residential units
Developers say the workforce units are intended to serve teachers, first responders, hospitality employees and other workers who help keep the Charleston area operating. The apartment building and its ground-floor retail are anticipated to open during the third quarter of 2028.
Townhomes, Shops, Restaurants and Green Space
The full Ashley Landing plan calls for approximately:
- 240,000 square feet of retail
- 285 multifamily homes
- 100 rental townhomes
- A central one-acre community green
- New restaurants and gathering spaces
- Improved walking and biking connections
The green space is planned as the heart of the new development, surrounded by approximately 70,000 square feet of retail. The first rental townhomes are expected to become available near the end of 2028.
The broader plan also connects the privately owned Ashley Landing property with the city-owned former Piggly Wiggly site on Sumar Street. City leaders approved that combined redevelopment framework after years of delays, envisioning a more walkable community hub with public space, housing, shopping, dining and stormwater improvements.
How Much Is Being Invested?
The redevelopment represents approximately $345 million in combined public and private investment.
EDENS has invested approximately $300 million, while the City of Charleston is contributing approximately $45 million toward the broader redevelopment and public improvements.
The project began moving into active construction in 2025. EDENS is leading the shopping, dining and community-space portions, while Woodfield Development is handling the apartment component and Material Capital Partners is connected to the planned townhomes.

Why Ashley Landing Matters for West Ashley
Ashley Landing is more than the replacement of an aging shopping center.
The redevelopment is intended to create a central destination where residents can shop, eat, gather and live without making multiple trips across West Ashley. It also addresses a major neighborhood concern by investing in drainage improvements before adding new buildings and paved areas.
The project could become one of the most significant examples of how Charleston redevelops older suburban commercial properties—adding housing and public space while retaining an important grocery anchor.
For now, the biggest story at Ashley Landing is happening underground. But over the next two years, West Ashley residents should begin seeing the new Publix, apartments, retail spaces and community areas rise above it.
